Yes, signatures on documents from other countries can be notarized. 

1) A Driver License

The I.D. has to be current (not expired) OR it has to have been issued within the past 5 years. If your I.D. has a hold punched in it, it is no longer valid. The name on you I.D. must match the name on the document that you are signing. It shouldn't be conflicting names, however it's fine if it shows more of our name, but not less. 

A Credible Witness is someone knows to both the notary and the person(persons) signing the document and who is willing to swear to the notary that the signers are who they say they are.

A Mobile Notary is someone who comes to where the signer is, instead of the signer coming to them.

An affidavit is a written statement of facts that is sworn to and signed by a deponent in front of a notary or other authority who has the power to witness an oath.  It is signing an oath on paper. Whenever signing an affidavit, make sure you thoroughly read through the entire document and agree to all of the statements in the document.
